Technical SEO is table stakes and takes a fortnight. What takes a year is having something worth ranking.

It removes obstacles. Correct canonicals, a clean sitemap, pages that render without JavaScript, sensible internal linking. This work is necessary, finite, and largely finished after two weeks.
Fixing the crawl does not create the demand.

Pages that answer a question better than the pages currently answering it. That is a content problem, an expertise problem and a patience problem, in roughly that order.

How we sequence it
Technical first, because it is cheap and it unblocks everything. Then one page per commercial intent, written properly, published, and left alone long enough to be judged.
